Rename -Ycheck-init to -Ysafe-init to avoid confusion with -Xcheckinit

@liufengyun In the description on line 229 of file ScalaSettings.scala I would write "Ensure safe initialization of objects" instead of "Check initialization of objects" (to get rid of the verb "Check").
