Volume mount to existing path with chown

Issue Description

I prefer to run services with user -u option and mount named volume with :U option, but it doesn't work for the first run if mount point exists.

Steps to reproduce the issue

sudo podman container rm test_u
sudo podman volume rm test_u
sudo podman create --name test_u -v test_u:/mnt:U -u 1000 alpine ls -ldn /mnt
sudo podman start -a test_u
sudo podman start -a test_u

/mnt exists in alpine image, replace with /mnt2 to fix issue
