Connect VPN automatically (on-demand, startup)

I would love to forget all about connecting to the VPN and always have access to my workspace, even after a reboot.

If possible, on-demand connection (e.g. when connecting to ws.coder) would be pretty slick.

An option to connect on startup (of app) would be a good alternative (or both).

@ethanndickson implemented the option to start vpn on launch (and coder desktop itself can be started at login)

using the VPN on demand feature like tail-scale makes little sense in our scenario - changing connection type shouldn't implicate user's need to connect to their workspace.
