Move to Uvicorn, use few shots

Purpose

This PR addresses two unrelated issues:

• Moving from gunicorn to uvicorn, per suggestion of Sebastian (FastAPI creator)
• Addition of few shots for query rewriting call, to improve accuracy of local models with tool responses

Does this introduce a breaking change?

When developers merge from main and run the server, azd up, or azd deploy, will this produce an error?
If you're not sure, try it out on an old environment.
