Add Issue templates

Is your feature request related to a problem? Please describe.

There is lack of consistency when writing issues. It won't improve dramatically the flow, but I think it's a nice step forward.

Describe the solution

1. Create multiple issue templates in .github folder:
   1.1. feature request
   1.2. bug report
   1.3. other/custom

I didn't take the time to answer but I think it is a good idea.
I think we should point to Stackblitz and the create-vue-templates repo for reproductions.
For example if someone has a problem with vitest and TS, they should use https://stackblitz.com/github/vuejs/create-vue-templates/tree/main/typescript-vitest?file=src%2Fcomponents%2F__tests__%2FHelloWorld.spec.ts

If you want to open a PR to add an issue template, that would be great 👍
