A change to the remote-debugging port in 4.13.22 caused problems in multi-threaded UC Mode.

The remote-debugging port number must be unique per thread. Otherwise strange failures start happening.

This was resolved in 4.13.23 - https://github.com/seleniumbase/SeleniumBase/releases/tag/v4.13.23
