This issue is to capture all the steps needed to release a distribution of the OpenTelemetry Collector that includes an OTLP exporter and an OTLP receiver. This will include all the packages that are required to support this effort

Issues are ordered roughly by dependency order. service and otelcol are considered out of scope for this distribution.
