Issue Description

Capacitor does not yet have a programmatic build for development (track this issue for progress), so the Ionic CLI does not automatically forward ports for iOS and Android.

The mentioned issue, ionic-team/capacitor#324 is now closed as solved by Capacitor 4.4.0.

Is there some updated guidance for using live reload with Capacitor now? Is --external still necessary?

it was fixed here #2687

--external is still needed, port forwarding is still not supported on iOS, so you have to continue using a local IP, which is what --external does.
