Is your enhancement related to a problem? Please describe

We should enable function calling with Granite 3.1 as the GGUF chat template supports it.

Describe the solution you'd like

  • Remove chatFormat in catalog
  • add ninja flag in catalog
  • Verify function calling recipes work with this model
