chore(deps): update cf-argocd-extras dependency to 0.3.13 (#427)

Update cf-argocd-extras dependency in parent chart to incorporate the
YAML parsing error handling improvements. This update improves the system's
resilience when encountering malformed YAML files during resource manifest
retrieval.
